Project Summary:

MSI, in partnership with the Palladium Group, implements USAID’s E3 Analytics and Evaluation Project, which supports the design and implementation of rigorous evaluations for USAID’s Bureau for Economic Growth, Education, and Environment (E3). Under this Project, MSI will conduct an ex-post evaluation to examine the sustainability of the USAID/Ghana Water Access, Sanitation and Hygiene for Urban Poor (WASH-UP) program, which sought to increase equitable access to improved water supply and basic sanitation for poor urban communities in Ghana. The ex-post evaluation will focus on the sustainability of interventions implemented during the first phase of WASH-UP, implemented from 2009-2015 in communities in the Accra Municipal Assembly (AMA) and the Sekondi-Takoradi Municipal Assembly (STMA).

Position Summary:

The logistics manager will participate as an integral member of the evaluation team and will lead the scheduling and coordination of all in-county field work including organizing local transportation, scheduling meetings and interviews, and providing other support for data collection activities as required.

The successful candidate will need full-time availability for 10-15 days during July 2018 for fieldwork preparation tasks and full-time time for 15 days for in-country fieldwork during August 2018.


  • Organize local transportation and other arrangements for the evaluation team in Ghana;
  • Identify and contact key informants to schedule appointments;
  • Make advance arrangements and request permissions as needed for site visits to conduct structured observations;
  • Prepare, and send team members daily schedule updates;
  • Schedule interviews so multiple team members can conduct separate data collection activities simultaneously;
  • Conduct problem-solving of any logistical challenges that arise;
  • Take detailed notes during interviews as needed;
  • Perform related duties to support the evaluation team during their visit, as required and assigned.


  • Bachelor’s degree in social sciences or related field is preferred but not required;
  • 3-4 years of field experience with provision of logistical and administrative support to development projects implemented in urban communities in and around Accra;
  • Demonstrated ability to work well as part of a team, with strong interpersonal and communication skills is required;
  • Demonstrated fluency in English (reading, writing, and speaking) is required
  • Professional proficiency in one or more local languages (Hausa and Twi Akan or Fante Akan) is required
  • Ability to handle high volume of priorities, events, projects and be able to stay organized and ensure follow-through on activity needs;
  • Experience working in such roles with USAID projects is a plus but not required.
  • The preferred candidate will have professional experience and contacts with national and local government representatives in the water supply and WASH sector;
  • The preferred candidate will also have demonstrated knowledge of some of the target communities for the evaluation which include:
  • Avenor, Nima East, and Ayidiki in the Accra Metropolitan Area
  • Kojokrom, New Takoradi, Ntankofu,and Assakae in the Sekondi-Takoradi Metropolitan Area; and
  • La Abafum-Kowe-Abese in the La-Dadekotopon Municipality.
